Operational Management System

In 2022, StroyCity, has been selected to join a pilot project for Gazprom Neft PJSC partners to develop the Etalon Operational Management System (OMS) as a leading contractor for Gazpromneft-ONPZ JSC. The primary principles of the OMS are regular management practices and lean manufacturing. The goal of OMS development is to maximize the company’s operational efficiency by ensuring reliability and safety in operations and fostering a culture of continuous improvement among all employees.

Within the OMS, specialists from the project offices of Gazprom Neft PJSC and Gazpromneft-ONPZ JSC conducted a Comprehensive Potential Assessment (CPA) of StroyCity, which is a critical part of the operational efficiency enhancement process. The Comprehensive Potential Assessment identified the current actual values of key operational performance indicators within the integrated processes.

As a result of participating in the Etalon OMS project, StroyCity will be eligible for certification in accordance with O>II (Oil and Gas Technological Initiatives Institute) Standards. This certification will become mandatory for contractors participating in tenders with Gazprom PJSC and will aid in improving operational management systems based on the recommendations received.

On 17 October 2024, a strategic session for the Logistics, Refining, and Sales Division partners of Gazprom Neft PJSC took place in St. Petersburg. The topic was the discussion of OMS implementation results, which is one of the key programmes for enhancing operational efficiency and achieving sustainable production outcomes.

The session included OMS leaders from Gazprom Neft PJSC, representatives from its subsidiaries, and executives from partner contracting organizations. The programme featured partner presentations, roundtable discussions, and a panel with OMS leaders.

During the strategic session, StroyCity’s Director General, I.F. Mangushev, presented a report titled “Development of StroyCity’s Operational Management System in 2022–2024.”
